TL;DR: Vantor, the defense and intelligence contractor that rebranded from Maxar Intelligence on October 1, 2025, holds a multi-year follow-on award worth $70 million under the National Geospatial-Intelligence Agency's Global Enhanced GEOINT Delivery program, called G-EGD inside the agency. The same Vantor that runs that pipeline announced a December 16, 2025 partnership with Niantic Spatial to fold 30 billion Pokemon Go player scans into military drone navigation, and then walked that denial back into a structurally unfalsifiable "we won't use the data going forward, and we won't say whether the model we are fielding was trained on it" answer. G-EGD is the quiet reason a game ended up mapped onto a battlefield. The program's user count is 400,000 and growing. The audit trail is the part the agency has not built.
The Buyer You Don't Hear About
When the Vantor-Niantic story broke in DroneXL on June 9, 2026, the company at the center of the coverage was described as "a prime contractor to the National Geospatial-Intelligence Agency, holding a follow-on award worth $70 million under the agency's Global Enhanced GEOINT Delivery program, which serves more than 400,000 U.S. government users." [1] That single sentence is the entire story. The $70 million is what funds the company. G-EGD is the program that defines the company's daily work. The 400,000 user count is the demand signal that pushed Vantor to find cheaper, faster ways to map the world, which is what led the company to a phone game with 30 billion environmental scans sitting in its database.
G-EGD is, in plain terms, a software-as-a-service contract. The NGA does not buy a single satellite or a single image. It buys a delivery pipeline: a set of software services, hosted on government and contractor infrastructure, that give authenticated users inside the U.S. government a one-stop view of commercial satellite imagery, derived analytic products, elevation data, and increasingly, AI-generated object detection. The pipeline is the contract. The contractor that runs the pipeline is Vantor. Wikipedia's Vantor entry summarizes the relationship in one line: "G-EGD: Vantor has a multi-year contract with the U.S. National Geospatial-Intelligence Agency (NGA) to provide the software backbone for the U.S. government's Global Enhanced GEOINT Delivery (G-EGD) program." [2]
If you have ever heard the agency director talk about "warfighter access to commercial GEOINT at the speed of need," G-EGD is what they mean. The imagery comes from Vantor's own constellation: the WorldView and GeoEye satellites, plus the newer WorldView Legion fleet, six satellites launched between 2024 and 2026 by Lanteris (the former Maxar Space Systems) on SpaceX Falcon 9 vehicles. [2][3] The delivery layer is Vantor's Tensorglobe platform, launched in October 2025, which combines the imagery, the 3D terrain, the AI object detection, and the user-facing portal into one product. [2] The user is the U.S. government, broadly defined.
What the Program Actually Does
NGA does not publish a G-EGD user roster. The 400,000 figure is the one Vantor's own corporate copy uses for the program, and it is the same number our recent Pokemon Go coverage quoted from the DroneXL investigation. [1][2] Inside that count sits the entire Defense Department GEOINT community: every Army brigade combat team with a topographic cell, every Air Force mission planning cell, every Navy strike group targeting shop, every Marine expeditionary force with a survey officer, every U.S. Special Operations Command unit, the Joint Staff, U.S. Central Command, U.S. Indo-Pacific Command, U.S. European Command, U.S. Africa Command, U.S. Southern Command, U.S. Northern Command, U.S. Space Command, U.S. Strategic Command, and U.S. Cyber Command. [4] The Intelligence Community sits inside the same count: the CIA, the NSA, the DIA, the NRO, the FBI, the DEA, the Department of Homeland Security, the State Department, the Treasury Department, and the Department of Energy.
The 400,000 also includes the U.S. federal civilian GEOINT community: the FBI's geospatial analysts, the Bureau of Land Management, the U.S. Forest Service, the U.S. Fish and Wildlife Service, the Federal Emergency Management Agency, the U.S. Army Corps of Engineers, the National Park Service, and a long list of other agencies with a legitimate need for high-resolution commercial imagery. The full list is not public. The number is. NGA's FY2024 budget was at least $4.9 billion, classified in the program detail. [4] G-EGD is the line item that lets all of those users pull commercial imagery in a single workflow instead of filing individual tasking requests with NGA's source directorate.
NGA's own description of G-EGD, pulled from the agency's public contracting notices and the company's announcements, centers on three capabilities. First, "libraries" of pre-processed imagery: the WorldView, GeoEye, and now WorldView Legion archives, available in bulk for analysts to query and download. [2][3] Second, "online, on-demand" access to fresh tasking: a user can request a new image of a specific area, and Vantor's constellation captures it, processes it, and pushes it into the G-EGD portal within hours. Third, "foundational GEOINT" products: 3D terrain, vector feature layers, AI-generated object detection, and the new Tensorglobe "digital twin" of the Earth that fuses satellite imagery, drone video, and ground sensors into a single model. [2] All three are designed to be embedded inside the user's existing workflow, which is why a single software backbone can serve that many users.
How Vantor Got the Contract: A 30-Year Pedigree
Vantor is not a startup that wandered into defense. The corporate lineage runs back to 1992, when Walter Scott founded DigitalGlobe in Oakland, California. [2] DigitalGlobe launched the first U.S. commercial high-resolution Earth-observation satellite and built the customer base that the rest of the industry now copies. Canada-based MacDonald, Dettwiler and Associates acquired DigitalGlobe in 2017 in a deal worth roughly $2.4 billion and renamed the combined company Maxar Technologies. [2][5] In December 2022, private equity firm Advent International agreed to acquire Maxar for $6.4 billion in cash, with the deal closing in May 2023. [6][7][8] Maxar was split in September 2023 into Maxar Intelligence (led by CEO Dan Smoot, headquartered in Westminster, Colorado) and Maxar Space Systems (led by CEO Chris Johnson, based in California). [2][9]
The two halves rebranded in October 2025. Maxar Intelligence became Vantor. Maxar Space Systems became Lanteris. [2][10] The rebrand was the public signal of a strategic shift. Maxar Intelligence had been a satellite-imagery company, in the sense that it sold you pictures of places. Vantor is a spatial-intelligence software company, in the sense that it sells you a live, queryable, AI-augmented model of those places. The Tensorglobe platform, also launched in October 2025, is the new product line: constellation orchestration, a digital twin of the Earth, and a hosted API for object detection and change monitoring. [2]
The Advent acquisition is the part the civil liberties community has not paid enough attention to. A publicly traded defense contractor with multiple layers of SEC disclosure and government oversight is one thing. A private equity-owned defense contractor with a single outside owner is another. Advent International owns Vantor. The terms of the G-EGD contract, the scope of the user data the program collects about user behavior, and the long-term plan for commercializing the Tensorglobe platform all sit inside a company whose only accountability is to Advent and to the small set of NGA program managers who wrote the original contract. The September 2025 restructuring, which also moved the parent company into the Vantor Holdings, Inc. entity, locked in the new corporate shape. [2] G-EGD is the largest single line item in that shape.
Why a Phone Game Is Mapping a Drone Battlefield
The Vantor-Niantic partnership was announced December 16, 2025. The two companies describe it as a "unified air-to-ground visual positioning system" for defense operations in GPS-denied environments. [1][2][11] Niantic Spatial's Visual Positioning System, or VPS, is the ground half: a software layer that figures out where a camera is by matching what it sees against a detailed 3D model of the world, built from roughly 30 billion environmental scans contributed by Pokemon Go players since 2021. [1][12] Vantor's Raptor software, launched in February 2025, is the air half: the same idea, but applied to a drone's downward-facing camera using Vantor's 3D terrain data. [2] The two halves together let a drone overhead and a soldier on the ground share coordinates in real time without a satellite link. [1][11]
The capability is real. Russia jams GPS in Ukraine. Iran jams GPS in the Strait of Hormuz. North Korea has demonstrated GPS jamming at the DMZ. The U.S. military's 2026 Drone Dominance evaluations added GPS denial to Phase II testing. [1] A drone that can navigate by what its camera sees, rather than by trusting a satellite signal that can be spoofed or denied, is a meaningful capability. None of that is in dispute. The dispute is about where the training data came from, and who consented to its use.
Vantor's own framing of the deal is also blunt about the demand signal. The release names GPS "unavailability, spoofing, interference, and jamming" as the vulnerability, and lists autonomous drones, vehicles, augmented reality glasses, and other field assets as the platforms meant to run on the shared system. [1] The December 16, 2025 announcement did not mention Pokemon Go by name. The DroneXL investigation, drawing on reporting by Dutch newspapers Trouw and Volkskrant, made the connection. [1][12] The story is the part of the press release Vantor and Niantic Spatial both declined to write down. The product of G-EGD is a 3D model of the world. The product of Niantic's scans is another 3D model of the world, much higher resolution at the ground level, and built without paying for the imagery. The two companies are fusing the two models, and the 400,000 U.S. government users on G-EGD are the obvious customer base for the result.
The Other Vantors: Who Else Buys This
Vantor's G-EGD business is one of several big-ticket NGA programs the company holds. The NGA Luno program, also called Luno A, is a separate multi-award contract vehicle for commercial analytic services. Vantor was awarded Delivery Order 01 under Luno A, a position that lets the company bill NGA for AI-generated object detection and change-monitoring products at scale. [2] Luno A is the new line of business that the G-EGD pipeline feeds. The same Vantor model that ingests fresh imagery and ships it to 400,000 G-EGD users is also the model that the Luno task orders pay to do the AI work.
The company also supplies the spatial software that underpins Anduril's mixed-reality command-and-control system for the U.S. Army. [2][13] Vantor and Saab announced a partnership in 2025 to co-develop next-generation multi-domain battlespace solutions, with a specific focus on space-based C5ISR and GPS resilience for autonomous drone systems. [2][14] Vantor and Lockheed Martin have a long-term agreement to feed Vantor's spatial intelligence products into the F-35 Full Mission Simulator, which is how F-35 pilots train against a digital representation of real-world terrain. [2][15] Vantor and Taiwan's Aerospace Industrial Development Corporation have a partnership to deploy the Raptor software suite across Taiwan's unmanned aerial vehicle industry. [2][16] Each of these deals is a separate customer relationship, but they all sit on top of the same platform, the same data pipeline, and the same training data that the G-EGD contract pays to maintain.
The 2025-2026 product launches make the pattern explicit. Raptor, the GPS-denied drone navigation product, launched in February 2025. Sentry, the automated change-monitoring platform, launched in June 2025. Tensorglobe, the AI-augmented spatial intelligence platform that fuses everything, launched in October 2025. The Niantic Spatial partnership was December 2025. [2] Each launch added a new layer to the G-EGD backbone. The point is not that the products are bad. The point is that they are all being bought by the same customer base, with the same procurement vehicle, against the same set of audit and transparency obligations, and most of those obligations are weaker than the ones that apply to consumer privacy law.
The Controversies That Have Already Happened
Two recent episodes show what Vantor's procurement decisions look like in practice, and how thin the public accountability is. In May 2025, what was then Maxar Intelligence received an unusual spike in orders for high-resolution satellite imagery of Pahalgam, a region in Jammu and Kashmir, India. Between February 2 and February 22, 2025, at least 12 such orders were placed, double the usual number. [2][17] The orders came shortly after Maxar had added a Pakistani geospatial firm, Business Systems International (BSI), to its partner list. BSI is owned by Obaidullah Syed, a Pakistani-American businessman who was convicted in 2021 for illegally exporting high-performance computing equipment to Pakistan's nuclear research agency. [2][17] After reporting by The Print, Maxar removed BSI from its partner list. Maxar stated BSI had not placed any of the imagery orders and had not accessed any of the imagery in question. [2][17] The U.S. Department of Homeland Security separately complained that BSI had sold Maxar satellite imagery to a Pakistani government entity. [2][18]
The second episode is the Ukraine access cutoff. In early March 2025, the Trump administration temporarily restricted Ukraine's access to U.S. intelligence, including the imagery pipeline that flowed through a Maxar Intelligence-managed program. [2][19] Politico reported the suspension on March 4, 2025. Access was restored within days, but the episode revealed that a single private contractor's commercial-imagery product was a load-bearing element in another country's war effort. The fact that the company had to publicly explain the suspension, and then publicly celebrate the restoration, also showed how much power a single contractor has over a battlefield's situational awareness.
Neither controversy is a G-EGD-specific problem. Both are G-EGD-adjacent. The same Vantor product line, the same Vantor data pipeline, and the same Vantor training data feed the G-EGD backbone, the Luno task orders, the Anduril mixed-reality system, the Saab multi-domain work, the Lockheed F-35 simulator, the Taiwan AIDC drone work, and now the Niantic Spatial partnership. When a private equity-owned company sits on top of all of that, the public accountability framework has to apply to all of it. As of mid-2026, the public accountability framework is the G-EGD contract's terms of service, the Federal Acquisition Regulation, and whatever the U.S. Congress decides to ask in its annual defense authorization cycle. None of those documents say what data the company is allowed to fold into a model, and which models the company is allowed to ship.
The Civil Liberties Question Hiding Inside a Procurement
Geoawareness of G-EGD inside the U.S. privacy and civil liberties community is low. Most consumer-privacy debates focus on consumer data: what your phone collects, what your car uploads, what your smart speaker records. G-EGD does not collect consumer data. It serves 400,000 authorized U.S. government users. The privacy risk sits one level up: the G-EGD contract is what funds the Vantor platform, and the Vantor platform is the same platform that just absorbed 30 billion scans of consumer-controlled environments from a phone game.
The structural concern is the unfalsifiable denial. Vantor told Trouw it will not use Pokemon Go data going forward. The company then declined to say whether the model it plans to deploy was trained on those scans in the past. [1][12] Niantic Spatial, on the same set of questions, said the scans were used to train an "early version" of its navigation model. [1][12] Once training data is baked into a model, proving what is in there becomes close to impossible. Jeroen van den Hoven, a professor of ethics and technology at TU Delft, told Trouw: "Without the huge number of scans from all those gamers, the development of this system would would never have progressed so quickly." [1][12] Van den Hoven added the part defenders of the deal will find most uncomfortable: AI models begin with a dataset and then absorb far more data until the original contributions blur into patterns that can no longer be traced. That conveniently makes the denial unfalsifiable.
The same structural pattern is now baked into G-EGD. The Tensorglobe platform is the G-EGD software backbone. [2] Tensorglobe is a single model that fuses satellite imagery, drone video, ground sensors, and any other source a user uploads. Niantic Spatial's 3D model of the world is exactly the kind of source Tensorglobe was designed to ingest. The 400,000 G-EGD users can pull the Niantic-derived model into their workflow as easily as they pull a fresh WorldView image. Whether the G-EGD contract permits that use, and what the audit trail will look like if a U.S. government analyst runs a Tensorglobe query against a model that was trained on consumer scans, is the question Congress has not asked.
What Changes From Here
G-EGD is not new. The program has been the backbone of NGA's commercial imagery distribution since at least 2017, and the WorldView Legion fleet that Vantor is finishing launching in 2026 was designed to feed it. What is new is the platform layer above it. Tensorglobe is the moment G-EGD stops being a satellite-imagery portal and starts being a spatial-intelligence operating system, and Vantor is the company that owns it. The Niantic Spatial partnership is the first public example of Tensorglobe being used to fold consumer-derived data into a defense product, but the architecture that makes that fusion possible is the same architecture that G-EGD is now built on.
Three things to watch over the next 12 months. First, the NGA's Next NGA St. Louis facility, which opened in September 2025 at a cost of $1.7 billion, will hold 3,000 NGA employees focused on the commercial GEOINT mission. [4] That is the workforce that will be the primary user community for Tensorglobe, the Raptor suite, and the Luno A delivery orders. Second, the U.S. Army's One World Terrain Phase 4 prototype, awarded to Vantor, will continue to feed 3D terrain into Army mission command systems. [2] The Army has been the single largest GEOINT user for the last decade, and One World Terrain is the program that gives the Army a single shared 3D model of the world. Third, the late-2026 launch of the final two WorldView Legion satellites, which will bring the constellation to its planned six-satellite configuration, will dramatically expand the revisit rate on any given point on Earth. [2][3] More imagery, more often, into the same software pipeline.
For the civil liberties and consumer privacy world, the policy questions are narrower than the technology. They are also older. The Privacy Act of 1974 covers personally identifiable information held by federal agencies. It does not cover the training data of a model that a federal agency buys from a private contractor. The Federal Acquisition Regulation requires agencies to document procurement decisions. It does not require agencies to audit the training data of a model they have already procured. The E-Government Act of 2002 requires agencies to do privacy impact assessments for new IT systems. G-EGD predates most of the current AI era, and its privacy impact assessment, if it exists, was written before Tensorglobe, before Raptor, before the Niantic Spatial partnership, and before WorldView Legion. The audit framework is the part the agency has not built.
What You Can Do
- Ask your members of Congress where they stand on G-EGD audit obligations. G-EGD is funded through the annual National Defense Authorization Act (NDAA) and the annual Intelligence Authorization Act (IAA). The intelligence community oversight committees in both chambers (HPSCI and SSCI in the Senate and House) write the budget language that NGA operates under. A constituent letter asking whether G-EGD contracts require audit logs of which model each query is run against is a specific, useful input. The 2027 NDAA cycle is starting now.
- Watch the Niantic Spatial "Defense and Intelligence" product page. The page lists which datasets Vantor is integrating with the Niantic model, and which defense customers have signed on. If new datasets appear, or if new customers are announced, that is the public signal of what is about to flow into G-EGD. The page is live, but it does not have an RSS feed. The only way to track changes is to check it periodically or to file a FOIA request for the company's quarterly G-EGD status reports.
- File a FOIA request for the G-EGD training data disclosures. NGA is subject to FOIA. A request for the training data provenance disclosures that the agency has received from Vantor since the Tensorglobe launch in October 2025 is a specific, useful document. Expect to wait 12 to 24 months for a substantive response. The point is to put the question on the record so that subsequent FOIA litigation has a target.
- Support the analog bills that do exist. The Algorithmic Accountability Act, the AI Bill of Rights framework, and a series of state-level AI training data transparency laws are all relevant. None of them currently cover G-EGD specifically, because G-EGD is a defense procurement. The way to extend the bills into the G-EGD world is to add procurement-side language that requires audit logs as a condition of sale.
- Watch the corporate split. Vantor Holdings, Inc. is the parent. The Tensorglobe platform is the new product line. The Raptor and Sentry products are the new defense offerings. The Niantic Spatial partnership is the new commercial-defence bridge. If the corporate structure changes again, especially if Vantor is taken public via a new IPO, the audit obligations will change with it. Track the SEC filings and the Advent International portfolio reshuffles.
- Push for a public Vantor Tensorglobe model card. Anthropic published a system card for Fable 5, including the controversial "silent sabotage" sections. [20] Vantor has not published a Tensorglobe model card, despite the platform now being the G-EGD software backbone and despite the Niantic-derived fusion product being a public matter. A formal public model card that lists the training data sources, the audit trail, the access controls, and the per-query logging is a low-cost, high-value ask. It is also the only way to put a falsifiable answer into the record.
The Quiet Buyer Behind the Loud Story
The Pokemon Go military drone story is the part of the press that finally broke through. The deeper story is the procurement underneath. Vantor runs the G-EGD software backbone that delivers commercial GEOINT to 400,000 U.S. government users. The same Vantor is the company that partnered with Niantic Spatial to fold 30 billion Pokemon Go player scans into a defense product. The same Vantor is the company that owns Tensorglobe, the new spatial-intelligence operating system that the NGA's $1.7 billion St. Louis expansion was built to consume. The same Vantor is the company whose only public owner is Advent International, a private equity firm, and whose only public accountability is the G-EGD contract and the Federal Acquisition Regulation.
None of that is a hidden conspiracy. It is what a normal, functional defense procurement looks like when a private equity-owned company sits on top of the most important commercial GEOINT infrastructure in the U.S. government. The demand signal is real, the capability is real, and the audit gap is also real. The next time a major commercial app quietly changes its terms to permit model training, ask which defense procurement just expanded its data rights. The answer is usually inside the G-EGD backlog.
